The Shilen Soulstones resp. Soul Crystals are all tradeable, from Stage 1 to Stage 10. You just can't sell them to a Grocery NPC:

). We can only speculate, and one thing that comes to mind is that you obtain those Scrolls not randomly but as a fixed bonus. Buy 10
Shilen's Soul Crystal Box Packages for 30,000 Won aka 30 US dollars each and you get 1 Destruction Scroll. No gambling, no discussion. Just put 300 dollars on the table and the Scroll is yours. This means that rich players could stockpile a great amout of such scrolls, planning to sell them piece by piece at an ever increasing price later. Remember, they are tradeable. Maybe the developers consider this as unhealthy, or maybe they don't have much confidence that Lineage 2 will still be around in a year or so and are afraid of legal consequences when players lose thousands of dollars. 300 dollars in Korea is only worth around 150 dollars in the USA, but if somebody buys dozens of those Scrolls - and you do straight out buy them - that's still quite some money.
